Resorts World Las Vegas hires new legal team after $10.5m settlement

Resorts World Las Vegas has appointed two seasoned legal executives as the company works to reinforce compliance and distance itself from past regulatory issues.
Lou Dorn has been named chief legal officer and corporate secretary, while Elizabeth Tranchina joins as general counsel, the resort announced.
The hires will “oversee legal, regulatory, governance, and risk-related functions for the resort, helping to drive operational excellence and support long-term growth,” Resorts World said in a statement.
 
LinkedIn profiles indicate both executives began their roles in August.
 
Dorn joins from Bally’s
 
Dorn brings extensive gaming law experience, having previously served as senior vice president and general counsel for Bally’s Corporation’s North American operations.
 
His career also includes leadership roles at Monarch Casino & Resort, SLS Las Vegas, Aliante Gaming, the Las Vegas Hilton, and the Aliante casino-hotel.
 
Earlier in his career, Dorn served as chief of the corporate securities division for the Nevada Gaming Control Board and as deputy attorney general for the state.
 
“Lou brings an exceptional depth of experience in gaming law and regulatory compliance that will be instrumental as we continue to grow and evolve,” said Resorts World Las Vegas chairman Jim Murren.
 
“His leadership will help ensure our operations remain forward-thinking, responsible, and built on a strong legal foundation.”
 
Dorn said of his appointment: “Joining Resorts World Las Vegas at such a dynamic time in its growth is an exciting opportunity.
“Having spent my career navigating the complexities of gaming law and regulatory compliance, I look forward to supporting the resort’s continued success by ensuring we operate with the highest standards of legal integrity and strategic governance.”
 
Tranchina arrives from Investar Bank
 
Tranchina has over two decades of experience in legal and regulatory roles across gaming, hospitality, and financial services.
 
Her previous positions include general counsel at Investar Bank, general counsel at the Rio hotel-casino in Las Vegas, president of sports wagering and deputy general counsel at the Louisiana Lottery Corporation, and director of compliance at Rush Street Interactive.
 
She also worked with the Gaming Division of the Louisiana Department of Justice.
 
Carlos Castro, president and chief financial officer of Resorts World, said of Tranchina: “Elizabeth brings a steady, solutions-oriented mindset to complex legal challenges. Her experience across gaming and financial services adds valuable perspective to our leadership team, and her contributions will be instrumental as we continue to grow.”
 
Nevada settlement
 
The appointments come as Resorts World implements reforms following a $10.5m settlement with Nevada gaming regulators in March.
 
The fine, the second-largest in Nevada history, resolved allegations that the casino allowed individuals with ties to illegal bookmaking and prior felony convictions to gamble on the property.
 
Under the settlement, Resorts World agreed to strengthen its anti-money laundering protocols and adjust executive leadership.
 
The controversy traces back to the tenure of former Resorts World president Scott Sibella and centred on illegal bookmaker activities at the casino.
