Canada’s AGCO issues penalties to Relax Gaming and Arrise Solutions

AGCO takes enforcement action against two suppliers for allowing their games on unregulated gaming websites.

Relax Gaming and Arrise Solutions have each been served with a monetary penalty of CA$40,000 after being found to have provided online casino games to unregulated gambling sites.

The enforcement action by the Alcohol and Gaming Commission of Ontario (AGCO) follows an investigation which found that the supplier’s games were available to players in Ontario on unlicensed gambling websites.

“Ontario’s regulated iGaming market is built on clear rules designed to protect players and hold companies accountable,” said AGCO chief executive and registrar Dr. Karin Schnarr. “Unregulated gaming sites operate outside that framework, meaning players have no assurance of fair games, timely withdrawals, or access to meaningful dispute resolution. When regulated games appear on unregulated sites, it risks enabling a market that exposes players to real harm.”

Following notification from AGCO investigators, both companies cooperated fully with the investigation and took prompt action to restrict access to their games on unregulated sites, the regulated said.

In related news, the AGCO has appointed Sarah McQuarrie as its new chief strategy officer.

McQuarrie begins her new role on June 8, bringing more than 20 years of senior public sector leadership experience across public policy, strategy, governance and program delivery.

She is currently Assistant Deputy Minister, Policy and Delivery, at the Government of Ontario’s Cabinet Office.

“Sarah is known as a thoughtful, collaborative leader who values strong relationships and inclusive ways of working,” said the AGCO. “Her experience connecting long term strategy with practical execution will be a strong asset as the AGCO advances modern, effective regulation grounded in public trust and accountability.”
